The Tom_X_change is a program initiated by the IEEE Tomsk Chapter Technical Committee to provide its members, and all IEEE SB members with the vast wealth embedded in Technical Books, CD-Roms, Video Tutorials, Training manuals etc. All you need do is be a member of IEEE Tomsk Chapter and SB, and you get to borrow or eXchange Professional Technical Books, Tutorial CD-Roms, Floppy Disks, etc with fellow student members. The most interesting part it is all for FREE!

The Tomsk IEEE Chapter & Student Branch promotes the scientific information, promoting the studying of English; assists a process of training and science development; actively participates in the IEEE activities. Also Tomsk IEEE Chapter hold the international events and conferences.
