IEEE-Siberian workshop of students, post-graduate students and young researches on modern communication technologies SIBCOM-2001With great pleasure we report that during November 28-29, 2001 in Tomsk, Russia the IEEE-Siberian workshop of students, post-graduate students and young researches on modern communication technologies SIBCOM-2001 have been successfully held. The Tomsk Chapter and Student Branch organized SIBCOM with support and assistance of the Russian Foundation for Basic Research, and with IEEE technical co-sponsorship.

The event continues the best traditions of International Symposium "Application of the Conversion Research Results for International Cooperation" (SIBCONVERS) holding since 1995 - the best meeting of scientists, working in various fields of radiophysics and radioelectronics. Different levels and characters of presentations were accepted: presentation of research and scientific results, new ideas, valuable conclusions from experience, state of the art and instructive survey communications.

Tomsk, where the event has taken place, is an education and research center of Siberia, where many high level universities and research institutions are located. So our event allows a further increase of academic exchanges and cooperation between the Siberian radioengineers and their colleagues in other countries. And the best affirming for that is a participation in the conference of foreign scientists.

The SIBCOM-2001 participants were accommodated in one of the best international hotel. The Tomsk IEEE Chapter and Student Branch was cover travel and living accommodations of the workshop participants.

The first plenary meeting was held in one of KIBEVS department lecture-hall. The meeting was opened by corresponding member of the International Academy of the High School Sciences, professor, doctor of the engineering science, head of KIBEVS department Alexander A. Shelupanov. His workshop on the modern advances in the information protection and other fields has been very successfully delivered.

Foreign guests was assistance by the simultaneous Russian-English interpreter. Special thanks to the third-year student Evgenia V. Smorodnikova for this. Also large thanks to Tomasz Orzechowski from Poland for his very interesting report on his work in the global European project. There were many participants from Tomsk with reports on software cryptography, modern data transfer technologies etc. with rough discussion on the each ones. After sessions we have the small seminar where the post-graduate students of KIBEVS department gave reports on a workshop subject.

Then there was a great banquet in the nice bar "Limonka". A huge table was covered with firm dishes of uncle Vasya, and also miscellaneous sweets etc. From the beginning we was afraid that it is necessary permanently to ask silly questions for maintaining talk to avoid silence, but then it turned out, that the collected people so warm to one's topic by the international Ru-English language, that did not give us to insert any word. The cheerful fun with music, dances etc. was carried out all the evening.

Next day the excurse on Tomsk with its famous attractions and neighborhoods was carried out for the conference participants. At present, there are 500 thousand inhabitants in Tomsk. Modern Tomsk is a large, generally acknowledged Russian educational and research center. There are six State Universities, more than 20 Research Institutes of the Academies of Sciences and Industrial Branches' Institutes of the Russian Federation. For each ten thousands of Tomsk inhabitants there are eight Professors, 15 assistant professors (Ph. D's), and more than 750 students.

The foreign visitors are very much liked the wood architecture of city. You see, Tomsk, one of the oldest Siberian towns, was founded in 1604 on the high right bank of the Tom River. Two buildings of our University stands directly on a bank of the river near precipice and an indescribable view through the river on boundless expanse of Siberia you can see.

Further we visited miscellaneous museums of city, where watched mammoth skeletons, lived here long time ago, remnants of the ancient people and subjects of their habitability. Also we are visited a museum of wax figures, where could watch known political figures from Peter 1 up to V. Putin and W. Klinton, and also known Hollywood actors, as A. Schwarzenegger.

Then we visit the Voskresenskaya Mountain, where the stone in memory of the city foundation is stand up. There you can see whole city, as on a palm, with its modern part with high-rise buildings and aged wood part of city. The Polish church on the mountain was very interesting to our Poland colleague.

Also we have made a circle on neighborhoods of city. From the bridge across Tom River it is a beautiful sight on secret town Seversk placing near, where nuclear production has recently place. We are see some of villages in suburbs on the other side of the river. We are close sight on places that it was possible to see from the University building. Then we have returned to the city on another bridge.

The evening has proceeded by entertainment program with beer and appetizer in the same bar where the banquet was held.

As a result of SIBCOM Workshop we have the Proceedings in a kind of full reports collection in English. We receive the most valuable experience obtained in contact with the colleagues from other countries.

 

We wish many thanks to new members of our Student Branch, and also to KIBEVS department of University for active taking part in the SIBCOM 2001 organizing, and certainly thanks to all participants.

The Tomsk IEEE Chapter & Student Branch promotes the scientific information, promoting the studying of English; assists a process of training and science development; actively participates in the IEEE activities. Also Tomsk IEEE Chapter hold the international events and conferences.
