INVITATION ADDRESS

Dear Colleagues,

You are cordially invited to attend the 10th IMEKO-TC7 International Symposium on Advances of Measurement Science. The symposia are regularly organized by TC7 to promote interdisciplinary discussion and interaction among scientists and engineers with an emphasis on development of Measurement Science on international scale.

We have received 142 contributions from scientists representing 24 countries of five continents, 120 papers were accepted. The organizers expect this Symposium to provide participants with an excellent opportunity to exchange ideas and information about their research findings, and to refresh personal contacts and establish new ones.

SYMPOSIUM INFORMATION

SYMPOSIUM LANGUAGE
The official working language of the Symposium is English. No simultaneous translation will be provided. All materials concerning the Symposium should be written in English.

PROCEEDINGS
All accepted papers, whose authors have paid the registration fee, will be included in the Symposium proceedings (two printed volumes and a CD), and distributed among the participants during the event. Additional copies of the Proceedings can be purchased (see Registration Form).

TECHNICAL PROGRAMME

The technical programme will include plenary three sessions with invited keynote speakers, two topical panels, and parallel thematic sessions composed of oral presentations.

SCOPE OF THE TECHNICAL PROGRAMME
The goal of the Symposium is to promote mutual understanding between experts from various countries and different world regions on the fundamental issues of Measurement Science and Measurement Technology.

Discussions to be held during the Symposium are supposed to aim the following objectives:
* to help the development of a unified and extended Measurement Science, including a system of clearly defined and logically consistent concepts reflecting recent advances in manufacturing and information technology;
* to demonstrate the real benefits of deeper understanding of fundamental aspects of measurement for wide range of practical engineering and social applications of Measurement Science and Measurement Technology;
* to provide a more comprehensive and consistent basis for the education in the field of Measurement Science, Measurement Technology and related domains.

SYMPOSIUM VENUE
The venue of the Symposium is Hotel "Saint-Petersburg" (Pirogovskaya nab., 5/2, nearly to the subway station Ploschad Lenina and Finlandsky Vokzal) which is conveniently located in the proximity to the centre of the city whose name it proudly bears. There are historic landmarks within easy rich of the hotel: the State Hermitage Museum, the St. Peter and Paul Fortress, Nevsky Prospect, and other popular tourist destinations. The famous Russian cruiser Aurora is moored across the river from the Hotel. The fabulous panoramic view of the city's embankments is one of the advantages of the Hotel, especially in the summer time when there is almost continuous daylight – "The White Nights".
The Hotel has enough space for conventions and exhibitions: Congress Hall (797 seats), Glass Room (100 seats), White Room (100 seats), and Blue Room (50 seats).

CALL FOR FULL PAPERS

The authors of accepted extended abstracts are invited to submit camera-ready Full Papers before April 15, 2004, by e-mail only. To this date all presenting authors must complete registration formalities including payment. Failure to register before this date will result in the removal of your paper from the Proceedings and Final Programme. Electronic papers must be BOTH in the Adobe Acrobat (*.pdf) and in the Microsoft Word (*.doc) and should be sent by E-mail as an attachment. When sending your paper please don't forget to refer to your paper number. Maximum length of a keynote paper should not exceed eight pages, and the regular papers are limited to six pages.

Submission of paper implies that the work has not been published before in its present form and that the author grants to the International Measurement Confederation the copyright for publication of the paper. IMEKO grants permission to the author to use parts of the paper elsewhere at a later date, provided that proper reference to the original work is made.
Selected papers presented at the Symposium will be proposed for publication in Measurement - Journal of the IMEKO, published by Elsevier Science Ltd., Oxford.

ACCOMPANYING PERSONS' PROGRAMME

St.-Petersburg (the former capital of Russia), with about 5 millions inhabitants, is recognized as one of the most beautiful cities in the world. Guided tours over the city and its suburbs, including visits to Tsars' palaces and museums, will be organized during the Symposium days.
In the period of White Nights (May–July), the city shows its special charm. This is the time when guests and citizens are fascinated by magnificent architectural ensembles of palaces and temples, streets and the squares, granite embankments and raising bridges across the Neva River and its tributaries. It is the best season of the year to visit St.-Petersburg, so make your plans to attend the Symposium and have a memorable stay in this city extremely rich in culture, history, and arts. Also, bring your family for a tour of that magnificent place.
The following English-guided tours, including lunches, will be organized for Accompanying Persons. The fees are included in the Accompanying Persons' registration fee.
