Paper presentation

One author registration can cover up to two papers. One of the authors must give a presentation of the paper at the conference.

A paper not presented takes away a slot from another author and creates a hole in the session, which can inconvenience both the audience and organizers. Therefore, as prescribed by the IEEE regulations, no-show papers will not appear in the Conference Proceedings published at IEEE Xplore nor be considered for publication in the special issues after conference.

IEEE non-presented paper policy: "IEEE reserves the right to exclude a paper from distribution after the conference, including IEEE Xplore® Digital Library, if the paper is not presented by the author at the conference."

Publication

The International Program Committee will make the selection of papers. Papers will be reviewed for the technical merit and content. Only original, unpublished contributions will be considered.

An author of an accepted paper must be registered at full rate (member or non-member of the IEEE or REV) prior to uploading the camera-ready version.

The maximum length of the camera-ready version is 6 pages. Accepted and presented papers will be included in the IEEExplore Digital Library. The conference proceedings will be published in English, containing all conference manuscripts, and will be distributed among the conference participants, leading libraries, and international scientific centers. The Proceedings are indexed in IEEE Xplore.

IEEE reserves the right to exclude a paper from distribution after the conference (e.g., removal from IEEE Xplore) if the paper is not presented at the conference. Papers excluded from further distribution will be archived at IEEE but will not be indexed or appear in IEEE Xplore.

To be published in the SIBCON Conference Proceedings and to be eligible for publication in the IEEE Xplore, an author of an accepted paper is required to register for the conference at the full (IEEE member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC Chair grants permission for a substitute presenter arranged in advance of the event and who is qualified both to present and answer questions. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. For authors with multiple accepted papers, one full registration is valid for up to 3 papers. Accepted and presented regular technical papers will be published in the SIBCON Conference Proceedings, while only accepted and presented regular technical papers will submitted to IEEE Xplore.

IEEE Xplore Digital Library indexing partners:

  • Thomson Reuters Scientific (Web of Science, Biosis, Conference Proceedings Citation Index, and Essential Science Indicators);

To be published in the Conference Proceedings and to be eligible for publication in IEEE Xplore ™, an author of an accepted paper is required to register for the conference at the fill or limited (member or non-member) rate and the paper must be presented by an author/coauthor of that paper at the conference.

Deadline for paper submission is December 4, 2018
