Tomsk IEEE Chapter is part of
the IEEE Russia Siberia Section and the IEEE Region 8 (Europe, Middle-East and Africa region). Chapter has been initially established in Tomsk after approval of the Russia Section on January 1, 2000. The Chapter is created as part of the following Societies: Electron Devices (ED), Antennas and Propagation (AP), Communications (COM), Microwave Theory and Techniques (MTT), Electromagnetic Compatibility (EMC). Some of our members work in Geoscience & Remote Sensing, Industrial Electronics, Photonics, Vehicular Technology, Nuclear and Plasma Science. We thank all colleagues who gave their approval, and particularly those friends who helped in collecting signatures on the petition.
The Chapter is based in Tomsk, in center of Siberia. It is hosted by
the Tomsk Polytechnic University, a state university in many fields of
physics, technique, telecommunications and transportation. This
convergence was suggested to promote our joint IEEE Chapter, and
this is one motivation for scientific directions in Chapter.
Our main objective is to promote a harmonious interaction between the Academy and the Industry in this part of the world by promoting the IEEE professional membership and participating in academic and industrial events.

Spread special awareness programs in our activities that present for all the society the importance of synergy, contribution and hard work in the country development.
Encourage research & development depending on Industry and society needs.
In the past decades, microwave
technology and wireless industry have developed rapidly. The
pressure for industry transformation and how to improve the added
value have become the urgent issues. The objective of the Tomsk
Chapter is to link different resources from the domestic industry
companies and academic institutes, to enhance the professional
technique exchange and corporation, and to strengthen the
interpersonal and public relationship. Through managing conferences
and seminars, this Tomsk chapter intends to keep updated with the
novel technology and its future roadmap.
The history of IEEE in Tomsk can be traced to the efforts of some enthusiastic members and Oleg Stukach,
who then was the only registered member in the Tomsk State University
of CSR. With his commitment to bringing development to the University, he
called up some interested people and discussed and enlightened them about
the benefits and objectives of IEEE. Thus, the first executives were created.
The petition was then submitted and thereafter approved by IEEE.
The Tomsk Joint Chapter is active and has good membership strength. Over the years, the chapter activities have been a conduit for exchange of technical information and ideas as well as networking among local professionals for enhancing their careers.
The Chapter
has undertaken a number of industrial visit, career talks and other
activities of benefit to her members. Now the IEEE membership permits to receive access to the information materials not available in libraries, to receive the IEEE financial support for their own professional meeting, for foreign travels, for participation in conferences without special financial expenses. You can have more advantages if you join the COM, MTT or EDS Societies.
For students the Tomsk Student Branch has been established on June 14, 2000.The Student Branch also seeks to provide opportunities for the Chapter
to attract new members and to assist in promoting student
activities.
At present the Tomsk IEEE students without charge participated in joint events in the Student IEEE Branch of the Novosibirsk State Technical University; they have discounts on remembership etc. Thus the students are received the means on they own events. For the first time in Russia we open the IEEE YP program (Graduates of the Last Decade) for young engineers, desiring actively participate in the IEEE activity.
We believe the total number of professionals in Tomsk working in the different may be an order of magnitude higher. We also intend to bring them into this fold in the future and hope to help in their professional development. Another important goal of the Chapter is to create awareness among the students and enthuse them to take up their careers in the field of microwaves, electron devices, communications, information technologies etc. We hope to achieve this by organizing workshops, seminars especially geared towards undergraduate and graduate students.
This kind of activity can be sustained and carried forward only through enthusiastic volunteers. We urge the professionals and the students to be proactive and be a part of this new chapter. We request
you to get involved in the activities of the joint Tomsk Chapter.
The Tomsk IEEE Chapter & Student Branch promotes the scientific information, promoting the studying of English; assists a process of training and science development; actively participates in the IEEE activities. Its broad charge is to provide opportunities and
the forum for members to expand their knowledge of our technical
fields.
Also Tomsk IEEE Chapter hold the international events and conferences.
Due to the rapid developments in the field of electrical engineering and in particular, in the field of information technology and microelectronics, today's engineers and computer scientists strongly rely on the steady supply of actual information about new techniques and technologies. In contrast to national engineer associations such as the Popov Society, the IEEE acts as a worldwide organization. One of the main goals of the IEEE is the dissemination of scientific issues and publications, and furthermore, the support of conferences and workshops. The IEEE Student Branch is dedicated to students who are interested in technical or scientific publications and in worldwide contacts. In particular, the IEEE periodicals (magazines) provide a good overview of the state of the art. The subscription to these IEEE publications and magazines are discounted up to 90% off regular prices for IEEE student members. Therefore, technical information can be obtained at a good price-performance ratio.
At present the Chapter hold the IEEE-Siberian Conference on Communication and Control (SIBCON) and annual Student Paper Contest on the Information Security SIBINFO with International Participation by the IEEE rules.
It is not a coincidence that our Chapter has been founded now, when
telecommunications, and particularly wireless communications, are
growing very fast and their impact on our society is getting deeper
and deeper. Therefore, we are fully confident that the Chapter will
undertake significant initiatives, in line with the tradition of
IEEE of dissemination of engineering sciences, and with its present
strong commitment to internationalization. With our Chapter we wilt
do our best toward these aims.
Oleg V. Stukach, Roman V. Mescheriakov, and Alex A. Shelupanov
have continued outstanding activities, including
frequent mutual communications between the members, and academic
enhancement and encouragement of the members through well organized
conferences and seminars. Thus, they have remarkably increased the
membership by this steady effort.
Traditionally, our Chapter has focused on organizing technical seminars
and tutorial workshops. We are interested in trying some new ideas
and welcome ideas or suggestions that have been effective in other
Chapters.
So, we have the right to be proud and to consider self happy because of we establish IEEE in Siberia. It is difficult, but honorary scientific business in radioelectronics.
Due to the quality of activities and the service provided to our area members, the IEEE Tomsk Chapter was recognized as the ComSoc Chapter of the Year in 2010.
The students and post-graduate students have a chance to become the IEEE Life Member, for that age and IEEE membership should totally exceed 100 years.
The receiving of the invaluable information about new modern researches and developments in the electronics and electrical engineering is possible only in IEEE membership. Unlike other societies, the IEEE membership pays back self already in 3–4 years. To be by the member of most large world professional technical organization is very prestigious.
